COVID-19: Measures for tenants and owners

Dear member,

The Government of Quebec has announced two housing measures to help people affected by the consequences of the COVID-19 pandemic.

Interest-free loan for the payment of rent

First, the Société d’habitation du Québec (SHQ) offers tenants whose income is reduced due to COVID-19 an interest-free loan of $1,500 corresponding to two months’ rent. The application must be made by July 15, 2020. The loan is repayable by August 1st, 2021, without interest. This financial assistance will be paid directly to the owner.

Temporary accommodation measure

In addition, the government will also support Quebecers whose plans to move into their principal residence (including an appartment) have been postponed because of COVID-19.

As for the principal residence, it must have been started before March 25, 2020 in anticipation of delivery between April 1st, 2020 and August 31, 2020 inclusively, and which cannot take place in this interval given the circumstances. The following residences are included :

  • a future new home or future new residential property (examples: house, condo);
  • a residential property or a appartment unit that has undergone major renovations that required relocation.

The measure will also apply to households that cannot, due to circumstances related to COVID-19 :

  • take possession of their principal residence;
  • move into their future residential property or appartment unit.

Eligible individuals will receive up to $2,000 per month for a period of up to two months. This sum will be given to them in the form of a refund for temporary accommodation costs.

In addition, financial assistance of up to $1,000 will also be provided to cover storage and moving costs for these households.
